Jim Saco is the Budget Director, overseeing the County's new two-year budget process, forecasting countywide revenues and expenditures, and coordinating the issuance of debt. Jim and his staff support the Deputy County Manager for Performance Management in the implementation and ongoing administration of performance improvement initiatives. He’s also played a key role in implementing many statewide initiatives at the local level, including Public Safety Realignment, the State's Proposition 1A Borrowing and Trial Court Redesign.
Jim initially joined the County of San Mateo as an Accountant with the County Clerk-Recorder’s Office in 1987. He joined the County Manager’s Office in 1997, where he served as a Management Analyst and Assistant Budget Director before becoming the Budget Director in 2006. Jim holds a Bachelor of Science in Accounting from San Francisco State University.
