Assessment Appeals Board Commissioner Vacancies
The County of San Mateo has opened a recruitment for alternate members/commissioners to sit on the Assessment Appeals Board (“AAB”). The AAB is tasked with resolving property valuation/tax disputes between taxpayers and the San Mateo County Assessor's Office. The AAB consists of three impartial commissioners who act on behalf of the Board of Supervisors and is independent from both the Assessor's and Tax Collector's Offices. The AAB is comprised of regular members/commissioners and alternates who sit for hearings as a three-person panel at least twice a month, with additional hearings as needed for more complicated matters.
In terms of qualifications, the Revenue and Taxation code specifies that AAB members have a minimum of 5 years’ experience in California in one of the following areas:
(1) a certified public accountant or public accountant,
(2) licensed real estate broker,
(3) attorney, or
(4) property appraiser accredited by a nationally recognized professional organization or certified by the Office of Real Estate Appraisers.
The AAB holds hearings every other Thursday for a total of approximately 22 hearings per year. In addition, roughly 5-10 special-set hearing days are scheduled throughout the year. Commissioners are generally compensated $300 for each hearing.
